Child Heart Diseases - Treatment to Children suffering from heart diseases in Government and Private hospitals - Scheme –Issued.

O R D E R:
Government have announced that financial aid will be given for the treatment and surgery for children of the age group of 0 – 12 years suffering from heart diseases by utilising facilities in Government and Private hospitals. In pursuance of the announcement made by the Government, many private corporate hospitals have also come forward to co-operate with the Government to tackle this issue. Meetings were held with the managements of various private corporate Hospitals and officials of Medical and Health department on 27-8-2004 and 21-9-2004 to discuss the issue.
2. Government after careful consideration of the matter have decided to provide financial aid towards surgeries to be performed to the children suffering from heart diseases. Accordingly, Government hereby issue the following orders:-
(1) Government will provide financial aid towards surgeries to the children suffering from heart disease to the private corporate hospitals who provide the treatment and surgery for each category of the Paediatric heart surgery, at the rate of 20% less than the charges levied by Nizam’s Institute of Medical Sciences, Hyderabad for similar cases.
(2) The pediatric heart surgeries have been categoriesed broadly as follows, for the purpose of costing:-

Category VII Mitral Valve replacements
Aortic Valve replacements
Tricuspid Valve replacements
Category VIII Double valve replacements (Mitral Valve

Category IX Interventional Procedures like percutaneous
Balloon Valvuloplasties
Balloon Septostomy
Including Cardiac Catheterization and Cine
Angiograms.
Note: Most of the cardiac problems requiring surgery are covered in the above nine categories. Other cardiac problems not included in the above categories, whenever they come up would be examined and put in appropriate category on a case to case basis by the central cell at Gandhi Hospital in consultation with the Director of Medical Education.

The Child patients, who were screened at Medical camps conducted by
Government on 14-8-2004, 16-8-2004, 22-8-2004,
28-8-2004 and 29-8-2004 shall go to one of the nearest Cardiac cells constituted
in the following Government Teaching Hospitals:-
1. Osmania General Hospital, Afzalgunj, Hyderabad.
2. Gandhi Hospital, Padmaraonagar, Hyderabad
3. M.G.M. Hospital, Warangal.
4. Government General Hospital, Kakinada.
5. Government General Hospital, Guntur.
6. Government General Hospital, Kurnool.
7. King George Hospital, Visakhapatnam.
(4) The children suffering from heart diseases who were gathered at Hyderabad on 7-8-2004, shall be referred by Cardiac Cell of Gandhi Hospital, Padmaraonagar, Hyderabad.
(5) On being approached by a child cardiac patient, the Cardiac cell in the Teaching Hospital will conduct necessary screening and render advice to the child patients and his /her parents / attendants. The cardiac cell shall undertake treatment of the paediatric cardiac ailments at the same Teaching hospital including surgeries to the extent required facilities are available.
(6) If the surgeries as categorised above are required and for which facilities are not available or the required expert Cardiac surgeon personnel are not available in the teaching hospital, then the cardiac cell of the teaching hospital shall first enquire with the other Government teaching hospitals over phone / Fax as to whether they can handle the required type of surgeries, and whether they have

spare surgeon/ O.T. capacity to do the surgeries. If any of the other teaching hospitals (s) in the State have such spare capacity, the case should be referred to there. If not, it should be referred to the nearest private hospital that can perform such surgery and has agreed to do it under this package rates. An identification card shall be issued to the patient for this purpose, by the Government cardiac cell of the teaching hospital.
(7) The Director of Medical Education shall communicate to each of the cardiac cell in the teaching hospitals, a list of all the private hospitals in the State who have agreed to conduct the surgeries, and details of the types of surgeries each hospital can handle; and also a list of types of surgeries that each Government teaching hospital in the State can perform.
(8) On such reference by the Cardiac cells, the private hospital participating in this program shall admit the patient immediately and give required medical care and perform surgery as required to the patient, without charging any fees, etc.
(9) In case, the patient comes back to the hospital concerned at a later date, where surgery is performed, the hospital should take proper care of the patient and shall not insist reference from the Cardiac Cell.
(10) The Private Hospitals / Nizam’s Institute of Medical Sciences participating in this Children’s Cardiac Health program shall not charge any amount from the patients referred by Cardiac Cells constituted in Government Teaching Hospitals. They may prepare and submit the bills as per the above guidelines with discharge summary to the Director of Medical Education, A.P., Hyderabad for payment.
(11) The Director of Medical Education shall process these bills and they shall be placed for scrutiny, approval and recommending for payment, before the special committee to be constituted for this purpose separately. In respect of the bills that are approved for payment, the Director of Medical Education shall arrange to make the payments with in a week.
(12) The Director of Medical Education, shall also arrange to make payment to Government Teaching hospitals performing these surgeries on receipt of the report in each case of surgery at the rate of the cost of such surgery when performed in Government hospitals, which will be communicated separately.
3. The Director of Medical Education shall obtain the willingness of the private hospitals to the above scheme, duly getting the details of specialist doctors, what types of surgeries they can do and number of surgeries can be handled by them per month, etc.,
4. An amount of Rs.8.00 crores (Rupees eight crores only) will be released by the Revenue Department as first installment from the Chief Minister’s Relief Fund in favour of the Director of Medical Education A.P. Hyderabad, who will keep the said amount in his P.D. Account and meet the cost of expenditure for implementation of this scheme.
5. This order issues with the concurrence of Finance Department vide their U.O.No. 4102/PFS/2004, dated.29-9-2004.
