           SUB: Medical Education – Semi-Autonomous Institutions –    

                    Options from inservice doctors  – Called for.

          Pursuant to the Ordinance issued in the reference 1st cited, orders were issued in the G.O. second cited for conferment of Semi-Autonomous status on 7 Government Medical / Dental Colleges and Institutions of Medical & Dental Sciences in the State.  The said Ordinance has however, been replaced by an act through the reference cited.  Government have decided that recruitment of the 5 among the said 7 institutions be taken up initially for recruitment of teaching faculty in view of impending MCI/DCI Inspections during the month of April/May, 2008, details of which are as below:

 

1.     Rajiv Gandhi Institute of Medical Sciences (RIMS), Kadapa         (Existing since 2006-07)

2.     Rajiv Gandhi Institute of Medical Sciences (RIMS), Srikakulam,  (Scheduled to commence from 2008-09)

3.     Rajiv Gandhi Institute of Medical Sciences (RIMS), Ongole,  (Scheduled to commence from 2008-09)

4.     Rajiv Gandhi Institute of Medical Sciences (RIMS), Adilabad,  (Scheduled to commence from 2008-09)

5.     Dental College and Hospital of RIMS, Kadapa,                     (Scheduled to commence from 2008-09)

 

As per Section 22 of the Act mentioned in the reference 3rd cited, the Institute shall have the following categories in the teaching faculty, namely:

 

a)    Professors;

b)    Associate Professors;

c)     Assistant Professors; and

d)    Tutors/Senior Residents/Registrars

 

The posts of Professors, Associate Professors, Assistant Professors, Tutors/Senior Residents/Registrars shall be filled by direct recruitment at all India Level or by deputation.  As per the Note under the said section of the Act, any Doctor in service under the State Government/A.P. Vaidya Vidhana Parishad either in the same Institute or other Government College or Service may exercise option to continue or come to, as the case may be, to the services of the institute and the option exercised is irrevocable and final.

 

Similarly any Doctor in service under the State Government shall be eligible to apply for any category of the post and if selected; he shall leave the State Government Service before joining the Institute.  Such person shall not have lien in the Government service and stand automatically terminated on joining the services of the Institute.  The other mode of recruitment shall take place after the options are finalized.  It is also stated therein that the teaching faculty that are working there, shall be deemed to have been on deputation from the State Government till alternative arrangements are made.

 

While the Doctors who opt to for deputation in the institution shall continue to draw their own scale of pay and allowances, the teaching faculty appointed on direct recruitment shall be offered the consolidate remuneration per month on contract basis without any reference to pay scales (without reference to their pension, if any) as below:

 

a)    Professors;                               Rs.1,00,000/-      

b)    Associate Professors;                Rs.   90,000/-      

c)     Assistant Professors; and          Rs.   75,000/-      

d)    Tutors                                                Rs.   40,000/-

 

Other Allowances:

1.     Accommodation within the campus, if available on payment of standard rent as may be fixed;

2.     Sponsorship of the Institute for attending one State Conference in a year and one international Conference every two years, provided paper is presented;

3.     Free treatment for self and family (spouse, dependent children and dependent parents) as per existing medical reimbursement rules of Government of Andhra Pradesh;

4.     L.T.C. every 2 years for Home Town and every 4 years anywhere in India;

5.     Permission for pay clinic, if any, run by the concerned Government Medical College/ Hospital/Arogyasri patients/ public as decided by the Executive Board;

 

The period of  contract for various levels are as indicated below subject to renewal at the contract period on satisfactory performance and subject to the maximum age limit of 65 years and contract :-

1.     Professors;                                    Upto 3 years        

2.     Associate Professors;                    Upto 4 years        

3.     Assistant Professors; and               Upto 5 years        

4.     Tutors                                           Upto 3 years

 

From the above provisions, it may be seen that any doctor may either compete for direct recruitment subject to eligibility as per the MCI guidelines to any of the posts on contract basis on consolidated remuneration for a specified period subject to resignation to Government service or opt for deputation to one of the institutions against the posts mentioned in the annexures in their own scale of pay, in which case the relevant service rules, promotional avenues will continue to apply, notwithstanding their tenure on deputation. The period of deputation shall be counted as teaching experience for the promotion purpose in the regular line in the parent Department.

 

          Options are therefore called for from the doctors in service under the State Government / A.P. Vaidya Vidhana Parishad to opt for deputation in their own scale of pay either in the same institute or any other semi-autonomous institutions on or before 15.2.2008 and the remaining vacancies shall alone be notified for direct recruitment, for which they may also compete.  It may be noted that in the absence of exercising option by the doctors working in the respective institutions, it would be construed that they will continue to be in Government service and they are deemed to be on deputation till all the vacancies are filled up.
