O R D E R:-

 

            The need for conferment of semi-autonomous status on certain Government  Medical/ Dental Institutions of Medical or Dental Sciences has arisen on account of the difficulty being expressed by the Government in filling up the sanctioned posts of teaching faculty there. Many Government Medical/ Dental Colleges or Institutes of Medical/ Dental Sciences are located in interior parts of the State, where the Government doctors are reluctant to work and the scope for private practice by teaching faculty is limited.  Unless, doctors are recruited directly for these colleges by offering higher salaries, the chances of getting the required faculty is practically not there. In the recent inspections conducted, the Medical Council of India has recommended non-recognition of medical degrees of the students of certain Medical Colleges or Institutes of Medical Sciences mainly on the ground of deficiency of staff. The guiding principle force in selecting a Medical / Dental Colleges or Institutes of Medical / Dental Sciences for according semi-autonomous status would be the need to fill up faculty positions in order to meet the staff requirement as per Medical or Dental Council of India guidelines.     

 

2.         In the orders read above, Government have  conferred Semi-Autonomous status to the following institutions:- 

 

1.      Rajiv Gandhi Institute of Medical Sciences (RIMS), Kadapa

(comprising of Medical College and its attached hospital)

 

2.      Government Medical College and Hospital, Ananthapur.

 

3.      Government Dental College & Hospital, Vijayawada.

 

4.      Government Dental College and Hospital( RIMS), Kadapa.

5.      Rajiv Gandhi Institute of Medical Sciences (RIMS), Srikakulam

     (comprising of Medical College and its attached hospital)

 

6.      Rajiv Gandhi Institute of Medical Sciences (RIMS), Ongole

(comprising of Medical College and its attached hospital)

 

7.      Rajiv Gandhi Institute of Medical Sciences (RIMS), Adilabad

(comprising of Medical College and its attached hospital)

 

3.         Under Section  38 of the said  Act,  among others, Government is  required  to  approve  regulations  to  provide  for the  tenure  of  office, salaries,  allowances and other  conditions  of  service of the teachers, officers and  employees  of the Institute.  Faculty positions  in   the above   teaching  institutions (other than  Govt. Medical College, Anantapur and  Govt. Dental College, Vijayawada) is  required to be filled up  by  March  2008,  when the   Medical Council of  India inspections  will  be due.  The Director, Medical Education has accordingly   proposed regulations for governing the semi-autonomous   institutions.

4.         After careful examination, Government hereby issue First Regulations for the semi-autonomous institutions to facilitate recruitment of the Director and the Registrar for the medical institutions immediately and take action to recruit the teaching faculty to the extent necessary during the months of Feb./March, 2008 on payment of remuneration as mentioned therein after finalizing options from the existing teaching faculty  and take up recruitment.

 

5.         The following notification shall be published in the Extraordinary issue of the Andhra Pradesh Gazette, dated: 23 -1-2008

 

NOTIFICATION

 

In exercise of the powers conferred by Section 38 of the Andhra Pradesh Government of Medical and Dental Institutions (Conversion into Semi-Autonomous Institutions) Act, 2007, the Governor of Andhra Pradesh hereby makes the following First Regulations for the institutions covered under the Andhra Pradesh Government of Medical and Dental Institutions(Conversion into Semi Autonomous Institutions) Act, 2007.

2.         In the G.O.3rd read above, First Regulations for Semi-Autonomous Institutions were approved to facilitate recruitment of the Director and the Registrar for the medical institutions immediately and take action to recruit the teaching faculty to the extent necessary during the months of Feb./March, 2008 on payment of remuneration as mentioned therein after finalizing options from the existing teaching faculty and take up recruitment.   Pursuant to the above, Government have decided to recruit the Director and the  Registrar for the following   five  Institutions  during the month of January, 2008:

 

1.                  RIMS,  Kadapa

2.                  RIMS,  Ongole

3.                  RIMS, Srikakulam

4.                  RIMS, Adilabad

5.                  RIMS  Dental College, Kadapa.

 

3.         The Teaching  faculty  for these   institutions   to the  extent  necessarily   required for  the  Medical Council of India  compliance,    is to be  recruited  during the month of  February / March 2008.  Recruitment for the Govt. Medical College,  Anantapur  and  Govt. Dental College,  Vijayawada  shall  be taken up  later.

 

4.         The Government have released a sum of Rs.50.00 lakhs vide G.O.Rt.No.25, Fin(TFR-II) Dept., dt.3.1.2008 read with G.O.Rt.No.44, Fin (Expr.HM&FW-I) Dept., dt.3.1.2008 for payment of recruitment to the Faculty to be appointed on contract basis in Teaching Institutions, as per the reference 1st cited.

5.         The Director of Medical Education, A.P, Hyderabad  is therefore directed to make arrangements for recruiting to the post of Director and Registrar for the aforesaid 5 medical institutions immediately and take action to recruit the teaching faculty to the extent necessary during the months of Feb./March, 2008 on payment of remuneration as mentioned in G.O.3rd cited, after finalizing options from the existing teaching faculty  and take up recruitment in the remaining two institutions thereafter.
